Dependant Pass Singapore: A Comprehensive Guide for Expats

Are you moving to Singapore and planning to bring your family? The Dependant Pass (DP) might be the perfect solution for you. Issued by the Ministry of Manpower, the Dependant Pass allows eligible family members of Employment Pass, S Pass, EntrePass holders, or Personalised Employment Pass holders to join them in Singapore. This relocation visa is designed to make being with your loved ones easier while pursuing professional opportunities in the Lion City.

Eligibility Criteria for Singapore Dependant Pass (DP)

When applying for a DP Singapore, there are specific eligibility criteria you need to be aware of.

  • To ensure that the main pass holder has a stable job and income in Singapore, he or she needs to hold one of the following:

    • Employment Pass

    • S Pass

    • PEP (Personalised Employment Pass)

    • EntrePass

  • Minimum monthly salary requirement of S$6,000 for foreign professionals with an Employment Pass or S Pass looking to bring their spouse and children to the country.

    • Once the minimum salary requirement is met, an employer or an appointed employment agent must apply for a Dependant's Pass on behalf of the candidate.

  • If the dependant is a spouse, he or she must be legally married to the main pass holder.

  • For children, those who are unmarried and under the age of 21  (including legally adopted children) are eligible to apply for a DP.

    • This age limit ensures that older children find appropriate passes for themselves, such as a Dependant Pass, student passes, or work passes if they intend to work or study in Singapore.

  • For EntrePass holders to bring their family to Singapore, they’ll need to meet different criteria:

    • Total annual business spending must be S$100,000 while employing at least 3 full-time workers with LQS (local qualifying salary) or 1 local PME (professional, manager, or executive) if they want to bring their spouse (common-law or legally married) and children to Singapore.

    • Total annual business spending must be S$200,000 while employing 6 full-time workers with LQS or 2 local PMEs if they want to bring their parents to Singapore.

  • Personalized Employment Pass (PEP) Holders are automatically eligible to apply for DP for their spouse and children or Long Term Visit Pass for their parents.

    • This is because the minimum monthly salary requirement to apply for PEP is S$12,000 for existing EP holders or S$18,000 for foreign professionals.

Please note that other family members who do not meet the criteria for a Dependant Pass may still be eligible for a Long-Term Visit Pass. This pass is designed for family members who wish to stay in Singapore for an extended period but do not fit the criteria for a DP.

A Dependant Pass holder wishing to work in Singapore must have a work pass applied by their prospective employer, subject to the prevailing eligibility criteria. This step is necessary, as a DP holder is not automatically permitted to work.

By understanding and meeting all the relevant eligibility criteria, the main pass holder can be confident in the DP application for your dependents and provide your family with a smooth transition to life in Singapore.

Dependant Pass Application Process

Applying for a Dependant Pass in Singapore involves a series of steps. Here’s what you need to know:

  1. Check Eligibility: You may be eligible for a DP as a family member of an EP or S Pass holder.

  2. Prepare Documents: Prepare all the required documents for submission, a passport photo, a copy of your passport's personal particulars page, relevant immigration passes, and personal identification. You may also need to submit a copy of the main pass holder's work pass, marriage certificate, or birth certificate for children.

  3. Submit DP Application: The employer or appointed employment agent will apply on your behalf through the EP eService system on myMOM Portal. You can apply with the main pass holder's work pass application or at a later date. Submit separate applications If you're applying on behalf of each family member. It's important to note that the sponsoring entity for your application should be an established, Singapore-registered company.

  4. Receive In-Principle Approval (IPA) Letter: Upon approval of your DP application, MOM will issue an IPA letter which serves as a temporary pass that allows the holder to travel to Singapore, and states if you need to register fingerprints and photos.

  5. DP Issuance in Singapore: Once the IPA is granted, the DP holder must be in Singapore for the employer or employment agent to request the issuance of the Dependant Pass. This should be done before the IPA expires and within four weeks of the pass holder's arrival in Singapore.

  6. Register Fingerprints and Photo (Optional): If required, complete the registration of fingerprints and photo 2 weeks after the DP is issued and before IPA expires.

  7. Receive the DP Card: The dependent card will be sent to the given address within 5 working days after registration and document verification.

  8. Work Pass for Dependents: If your dependents intend to work in Singapore, they must apply for a suitable work pass like Employment Pass, S Pass, or Work Permit. The prospective employer should apply on their behalf, and the relevant requirements for these work passes, such as qualifying salaries, quotas, and levies, must be met.

  9. Vaccination Requirement for DP Issuance: Dependants must be fully vaccinated against COVID-19 with WHO EUL vaccines (including booster, if eligible) to get their passes issued.

  10. Processing Time: The application process and time can vary. For dependants of EP and S Pass holders, the process usually takes 3 weeks for most cases. For dependants of Employment Pass (Sponsorship), PEP, or EntrePass holders, it takes within 8 weeks for most cases.

Note for Foreigners in Singapore: If a foreigner's visit pass will expire before the DP is issued, the visit pass cannot be extended. The foreigner should only be brought in when the pass is approved.

For babies born in Singapore, the parent will get a Special Pass from the Immigration and Checkpoints Authority (ICA). This pass is valid for 6 weeks, during which you can apply for a Dependant Pass.

Required Documents For Dependant Pass Singapore

When applying for a Dependant’s Pass in Singapore, you will need to prepare the following documents:

  • A copy of the personal particulars page of the candidate's passport. In cases where children share a passport with their parents, a letter of consent (LOC) and the parent's personal particulars page must also be submitted.

  • For your unmarried children under 21, a birth certificate stating the parents' names is required. This certificate will serve as proof of your child's age and your relationship with the child.

  • For your legally married spouse, you will need your marriage certificate as proof of your marital status for your DP application.

  • In addition to these primary documents required, you may need to submit additional documents depending on the family members you are applying for. For example, different requirements may apply if you have a special circumstance, such as adopting a foreign child. You may also need to provide a completed medical examination form as part of the health check requirements. Researching and gathering the necessary documents is important to ensure a successful application process.

  • You must upload the original document with an English translation as one file for non-English documents. The translation can be done by a translation service provider.

To sum up, ensure you have your passport details, birth certificates for children, and a marriage certificate if you're applying for your spouse. These documents will aid in verifying the relationships between you and your family members.

Singapore DP Conditions and Restrictions

When applying for a Dependant Pass in Singapore, you must know the conditions and restrictions associated with this pass.

  • Working in Singapore as a DP Holder: If you wish to work in Singapore, you must obtain a work pass such as an Employment Pass, S Pass, Work Permit or a Letter of Consent (LOC) if you wish to operate a business. This requirement ensures that Dependant Pass holders meet the necessary employment standards.

  • Studying in Singapore as a DP Holder: Individuals with a Dependant's Pass (DP) have the ability to register in the subsequent educational facilities without requiring an additional pass:

    • Government-supported, government-aided, or independent schools

    • Kindergarten institutions

    • Schools operating under foreign systems (FSS)

    • Private institutions offering part-time courses

However, for those aiming to join the institutions listed below, it is mandatory to secure a Student's Pass (STP) from the Immigration & Checkpoints Authority (ICA):

  • Institute of Technical Education (ITE)

  • Institutes of Higher Learning (IHLs)

  • Private institutions providing full-time courses

  • Long Term Visit Pass (LTVP) for Other Relatives:  If you have a common-law spouse or other relatives who are not eligible for a DP, they may apply for a Long Term Visit Pass (LTVP) instead. The LTVP is valid for up to 2 years and is tied to the validity of the main work pass. It is renewable and allows the holder to work in Singapore if they find jobs. No foreign worker levy or quota is required. The application for LTVP must be made by an employer or appointed employment agent on behalf of the candidate.

  • Dependant Pass Tied to Sponsor’s Work Pass: Remember that your Dependant Pass is tied to your sponsor's work pass, and any change in their employment status may affect your stay in Singapore. Always keep your DP updated, especially when renewing or changing work passes for your sponsor.

Key Takeaway: The Singapore DP allows eligible family members of certain work pass holders to join them in Singapore, making family relocation easier.

Dependant Pass Renewal and Validity

Renewing your Dependant Pass in Singapore is an important process to ensure the continuous validity of the pass. You can apply for the renewal up to 6 months (180 days) before the pass expires. The renewal process is relatively straightforward and can be done online, making it convenient for you and your employer.

Your DP's validity is tied to the main work pass holder's validity which can last up to 2 years. To be eligible for renewal, the main pass holder's employment and salary must still meet the requirements set by the Ministry of Manpower. The employer usually handles the renewal process on your behalf, and it's advisable to confirm with them your pass status and renewal timeline.

In case of a successful renewal, you will receive an In-Principle Approval (IPA) letter confirming the renewal. Ensure that your personal details and residential address are updated with the relevant authorities to avoid any discrepancies during renewal.

While holding a Dependant's Pass, you can work in Singapore, provided you find a job that meets the eligibility criteria. No foreign worker levy or quota is required, which offers you the flexibility to seek employment without the additional burden of certain restrictions.

By maintaining a valid DP and staying informed about the renewal process, you can continue to reside and work in Singapore with confidence and peace of mind.

Please note that the duration of the renewed pass will start when the current pass expires. If you miss the deadline, you need to apply for a new pass. Renewals are not guaranteed as applications will be evaluated against current eligibility criteria.

Also, remember that if the main work pass is canceled, the corresponding Dependant Pass will be canceled simultaneously. If the DP holder decides to leave Singapore to reside elsewhere or has obtained an EP or S Pass, the DP must be canceled.

Employment Opportunities for Dependant Pass Holders

Understanding the employment opportunities in Singapore as a Dependant's Pass (DP) holder is crucial for a successful career journey. Here are some key insights to help you navigate the process:

  • Eligibility for Work: As a DP holder, you are allowed to live in Singapore as the spouse or unmarried child under 21 years old of an employee on an eligible Employment Pass or S Pass. However, you must obtain a work pass, such as EP, S Pass or Work Permit, to work in the city-state.

  • Job Opportunities: Singapore's dynamic economy offers a wide range of job opportunities for DP holders. Many well-established companies in Singapore are accustomed to hiring spouses of foreign professionals, recognizing the value they can bring to their organizations.

  • Work Pass Requirement: Before starting work, DP holders must obtain a work pass such as an Employment Pass, S Pass, or Work Permit. You'll need the support of your prospective employer for this, as they will apply for the pass on your behalf. The approval process may take a few weeks, depending on the type of pass issued and the Ministry of Manpower's evaluation of your application.

  • Types of Work Passes: EP is issued to highly skilled professionals with strong educational backgrounds and relevant experience. The S Pass is for mid-level skilled workers who meet specific salary and qualifications requirements. The Work Permit is granted to foreign workers in various sectors, such as construction, manufacturing, and services.

  • Job Search Strategies: As DP holders explore the job market, don't hesitate to leverage your network, attend relevant events, and showcase your skills and experience, which could give you an edge in finding suitable employment in Singapore. With persistence and determination, you can secure a job and make the most of your time in this vibrant city.

  • No Foreign Worker Levy or Quota: DP holders who secure a job in Singapore are not subject to the foreign worker levy or quota. This offers flexibility in seeking employment without the additional burden of certain restrictions.

Transitioning from DP to Permanent Residence

Over time, as you settle into life in Singapore with a Dependant Pass, you may consider making this vibrant city-state your permanent home. The Immigration & Checkpoints Authority (ICA) outlines specific eligibility criteria for Permanent Residence (PR) applications.

  • Eligibility for PR Application: Dependant's Pass (DP) holders, who are either spouses of a Singapore citizen or Singapore permanent resident (PR) or unmarried children aged below 21 years old of a Singapore citizen or PR, can apply for permanent residence. However, the ICA's evaluation considers factors like family ties to Singapore, economic contributions, qualifications, age, family profile, and length of residency. These elements assess the applicant's potential contribution to Singapore and their commitment to settling in the country.

  • Application Process: All permanent residence applications must be submitted online using the e-Service. Applicants can either key in the application details online, or download and complete the PR application form offline before submitting it online.

  • Approval and Processing Time: If your PR application is successful, you must complete the formalities personally at the ICA office. The general processing time for each application is six months. Some applications may take longer to process. If the application is unsuccessful, applicants can consider appealing the decision or reapplying after six months, provided there have been significant changes or improvements in their situation.

  • National Service Liability: Under the Enlistment Act, all male Singapore citizens and permanent residents, unless exempted, are required to serve National Service (NS). Main applicants who are granted PR status under the Professionals/Technical Personnel and Skilled Workers Scheme or the Investor Scheme, are exempted from NS. Male applicants granted PR status as a Foreign Student or under their parents’ sponsorship are required to serve NS.

  • Renouncing PR Status: Renouncing or losing one’s PR status without serving or completing full-time NS will seriously impact applications to work or study in Singapore, or for any long-term immigration facilities in Singapore, whether now or in the future. Renouncing or losing one’s PR status without serving or completing full-time NS will also adversely affect your family members' applications for long-term immigration facilities, their ability to sponsor such facilities, their renewal of Re-Entry Permits, or their applications for Singapore citizenship.
